His leadership was a catalyst that propelled the International Coastal Cleanup (ICC) Campaign to astonishing heights in Zambales, rallying a remarkable 100,000 volunteers. This wasn't just a local victory; it catapulted our province to national acclaim and played a significant role in earning the Philippines the honor of having the most ICC volunteers globally.
Vice Governor Lacbain was not one to rest on his laurels. With his guidance, Zambales became the birthplace of the first International Coastal Cleanup Summit—a milestone that not only highlighted environmental issues but also showcased innovative solutions. His enthusiasm was infectious, and it was under his stewardship that we celebrated our maiden Recyclable Regatta—a testament to the community's creativity and commitment to protecting our waterways.
His contributions to our environmental campaigns were nothing short of transformative. Vice Governor Lacbain wasn't just an advocate; he was a true steward of the sea, dedicating his time and energy to ensure that our oceans and coasts were preserved for future generations. The void left by his passing at the age of 59, last October 14, 2023, is deeply felt by all who knew him and were inspired by his dedication.
Yet, even as we mourn, we find comfort in the vibrant legacy Vice Governor Lacbain has left behind—a legacy woven into the very fabric of our community. His passion for environmental stewardship has laid a foundation that continues to guide our efforts toward sustainability. We remember him not only for the campaigns he led and the initiatives he championed but for his unwavering belief in our collective ability to make a difference.
As we forge ahead, committed to the cause of a cleaner and greener world, we do so standing on the shoulders of a giant. Vice Governor Ramon Lacbain's vision for a trash-free sea and a sustainable Zambales continues to inspire us.
